UK Consumer Group Demands Right to Human Customer Support Over AI Chatbots

UK consumer advocacy charity Citizens Advice called on essential service providers—including energy, banking, and telecommunications companies—to reduce their reliance on AI chatbots and guarantee customers access to human support staff. A survey conducted by the organization revealed that nearly half of users required to use chatbots found them unhelpful, leading to resolution delays, stress, and service drop-offs. As companies rapidly deploy AI customer support to cut operational costs, essential service providers risk worsening digital exclusion for an estimated 14 million people in the UK who lack reliable digital access or literacy. This underscores a growing societal pushback against uncritical AI adoption in critical sectors where automated failures can cause real-world harm, such as homelessness or unresolved financial debt. Only 20% of UK adults surveyed prefer chatbots over traditional contact methods like phone calls, emails, or live messaging. Furthermore, among individuals facing barriers to reaching human agents, 49% experienced stress or frustration, 44% suffered service delays, and 14% eventually gave up trying to resolve their issue.

AI chatbots use natural language processing (NLP) and machine learning models to automate responses to customer inquiries, aiming to lower customer service expenses for enterprises. However, digital exclusion occurs when individuals lack the necessary digital literacy, internet connectivity, or hardware to navigate automated digital systems, forcing them to rely on rapidly diminishing traditional channels like phone lines or physical branches.
