U.S. AI Data Center Expansion Faces Growing Local and Political Resistance

According to a November report by The Verge, 76% of U.S. voters surveyed oppose building AI data centers in their communities, leading to multiple restrictive local ballot measures and political shifts following the midterm elections. This widespread resistance highlights a major friction between the rapid growth of artificial intelligence infrastructure and public concerns over strained electrical grids, water consumption, and rising utility bills. Tech companies will likely face stricter regulatory environments and increased hurdles for future expansions. Out of 45 local voting measures concerning data center development tracked by Redbud Consulting up to November 4, 33 resulted in restrictions. Several cities and towns have implemented temporary moratoriums or strict power caps, such as Wells, Maine, banning large projects for 180 days and El Dorado, Kansas, capping peak power at 10 megawatts.

## BACKGROUND

As artificial intelligence models grow larger, training and running them requires massive computing power housed in specialized data centers that consume tremendous amounts of electricity and water. This unprecedented demand has strained local power grids, prompting community backlash over potential environmental impacts and increased utility costs for local residents.
