South Korea's 800 Trillion Won Semiconductor Cluster Faces Power and Water Bottlenecks
South Korea's planned 800 trillion won Honam semiconductor cluster, located at the Gwangju military airfield, is facing delays due to massive electricity and water demands. Local residents are actively opposing the construction of new power transmission lines, nuclear reactors, and the expansion of local dams. This infrastructure bottleneck highlights the real-world challenges of scaling chip manufacturing, which requires immense resources that can strain local ecosystems and trigger public backlash. Similar issues have already delayed other major projects like the Yongin semiconductor cluster, threatening South Korea's ambitions in the global AI chip market. The planned four fabrication plants alone will consume 70% to 80% of the annual electricity of the entire southwestern region, and the project requires 650,000 tons of industrial water daily. To meet these needs, the government is considering small modular reactors (SMRs) and raising the Dongbok Dam, both of which lack local consensus.
## BACKGROUND
Semiconductor fabrication is highly resource-intensive, requiring vast amounts of electricity for cooling and manufacturing, alongside massive volumes of ultrapure water (UPW) to clean silicon wafers. According to SEMI standards, purifying every 1,000 liters of ultrapure water itself consumes about 9.0 kWh of energy, compounding the utility challenges for chipmakers like Samsung and SK Hynix.
