Shanghai Releases Action Plan to Advance Satellite Internet and Space-Ground Integration
Shanghai released an action plan for 2027-2030 to advance satellite internet technologies, focusing on direct satellite-to-cell communications, space-based computing, and space-ground integration. The initiative aims to achieve high-performance metrics including inter-satellite switching delays under 5ms and single-satellite AI computing power exceeding 30POPS. This policy positions Shanghai as a key regional driver for next-generation telecommunications and 6G-precursor technologies. By targeting seamless integration between terrestrial and satellite networks, it accelerates the development of massive satellite constellations and commercial aerospace ecosystems. The plan outlines specific technical targets, such as ensuring digital telemetry, tracking, and control systems support at least 3,000 satellites for mega-constellations. It also prioritizes consumer-grade multi-mode terminals for direct satellite connectivity and unmanned smart applications.
## BACKGROUND
Satellite internet and direct satellite-to-cell communications allow ordinary mobile devices to connect directly with space satellites without relying on traditional ground-based cellular base stations, bridging communication gaps in remote areas. Space-based computing, or orbital computing, brings data processing and AI capabilities directly into space to relieve bandwidth congestion on Earth.
