OpenAI has unveiled "Project Camellia," a planned $20 billion, 3.2-gigawatt data center campus in Effingham County, Georgia, set to receive power in phases between 2028 and 2032. To win local support, the company has pledged not to raise residential electricity rates, to use a closed-loop water system, and to offer $71 million in Codex credits to local students. As AI infrastructure demands massive amounts of energy and water, tech companies are facing growing public backlash over resource strain. OpenAI's proactive community pledges and grid-interactive design could set a new standard for how AI developers mitigate local opposition to massive data center projects. The facility will feature a grid-interactive design, allowing it to reduce power consumption during peak demand hours to protect the local grid. Additionally, OpenAI will fund $80 million in community benefits and undergo annual independent audits to ensure compliance with its environmental and financial promises.

## BACKGROUND

Large-scale AI data centers require immense electricity and water for cooling, often straining local utility grids and raising utility bills for nearby residents. Grid-interactive data centers use software or battery storage to adjust their power draw dynamically in response to grid signals, helping stabilize the power grid during peak loads. Closed-loop cooling systems recirculate water within sealed pipes, drastically reducing the continuous water consumption typically associated with evaporative cooling towers.
