OpenAI Commits $1B to Support Critical Infrastructure with AI Cybersecurity Tools

OpenAI has launched the "Daybreak for Frontline Defenders" initiative, committing $1 billion over six months to provide resource-constrained critical infrastructure teams with AI cybersecurity tools, training, and technical support. Rollout begins in the United States and offers subsidized access to OpenAI's Daybreak platform to protect essential services like water utilities, power grids, local governments, and community banks. Public utilities and municipal institutions often rely on legacy code while operating with limited cybersecurity budgets and personnel, making them vulnerable targets for cyber threats. By bringing specialized frontier AI capabilities to under-resourced organizations, OpenAI aims to dramatically accelerate vulnerability remediation and bridge the security gap with major enterprises. The initiative includes two access tiers—Daybreak Blue for core defensive tasks and Daybreak Red for specialized, high-sensitivity technical work—alongside integration with over 35 enterprise partner products. Additionally, OpenAI is partnering with the Multi-State Information Sharing and Analysis Center (MS-ISAC) on public-sector pilots and open-sourcing its continuous AI-agent continuous security methodology, known as Defense Factory.
