Japan's Noetra Secures Massive Funding and Nvidia Rubin Chips for Physical AI Push

Japanese government-backed AI venture Noetra, led by CEO Hironobu Tamba, has secured over 380 billion yen in government funding and is procuring 27,500 Nvidia Rubin AI chips. The company aims to build AI infrastructure starting in April 2027 to develop foundation models for robotics and physical AI. This initiative represents Japan's strategic effort to secure technological sovereignty and lead in Physical AI amidst intense US-China competition. By leveraging its strength in robotics, Japan aims to deploy 10 million AI-enabled robots across key industries by 2040. Backed by 44 major domestic corporations including SoftBank, Honda, and Sony, Noetra plans to be fully operational by June 2028. The platform will offer a secure environment where Japanese enterprises can develop AI applications while maintaining control over their own data.

## BACKGROUND

Physical AI refers to artificial intelligence systems integrated with sensors and actuators that allow autonomous machines to perceive and interact with the physical world. Nvidia's Rubin is a next-generation GPU microarchitecture designed to handle advanced AI workloads, including massive-context processing. Japan is combining these technologies with its existing industrial robotics expertise to address labor shortages and upgrade its manufacturing capabilities.
