Germany Backs Tesla FSD in Europe Under TAD Branding and 10% Speed Offset Limit

Germany’s Federal Ministry of Transport has agreed to support EU-wide approval for Tesla's Full Self-Driving system. However, Germany requires Tesla to rename the software to "Tesla Assisted Driving" (TAD) and cap its automatic speed limit offset at 10%. Securing backing from Europe's largest automotive market significantly boosts Tesla's chances for the upcoming EU-wide approval vote in December. At the same time, the forced rebranding reflects mounting regulatory pushback against marketing terms like "Full Self-Driving" for Level 2 driver-assistance features. Safety organizations like the European Transport Safety Council (ETSC) and countries like Sweden and France previously opposed FSD due to features that allowed speed offsets up to 50% above legal limits. To achieve EU-wide approval, Tesla needs support from at least 15 member states, though 8 countries have already authorized the system individually.

## BACKGROUND

Tesla's Full Self-Driving (Supervised) is a Level 2 advanced driver-assistance system that requires continuous human driver oversight. Regulators in multiple regions have questioned the product name, arguing it induces false confidence in full autonomy. Additionally, speed offset settings allow autonomous software to drive slightly above posted speed limits to keep pace with traffic flow, raising safety concerns when offsets are too high.
