China Unicom's Fushun branch utilized its self-developed anti-fraud AI model to detect suspicious network activity, leading police to discover an illegal VoIP device and arrest a suspect posing as a network technician. The case highlights how telecom operators are deploying AI models and real-time big data monitoring to proactively dismantle illicit hardware infrastructure before scammers can deceive victims. Scammers frequently attempt to install covert VoIP boxes under the pretext of free broadband upgrades or maintenance, enabling overseas criminals to route calls through local landlines and disguise their origin.

## BACKGROUND

VoIP (Voice over IP) technology enables voice communications over internet protocol networks, which scammers exploit for caller ID spoofing and remote call routing. Major Chinese telecom providers are increasingly deploying multi-modal AI models and network analytics to quickly identify fraud-related websites, devices, and traffic patterns.
