China Solicits Public Feedback on Draft Revisions to Food Safety Law

China's State Administration for Market Regulation released a draft revision of the Food Safety Law for public comment. The revision introduces AI- and IoT-powered smart supervision, mandates real-time video monitoring at critical food production points connected to regulatory databases, and establishes explicit rules for school dining and online platforms. The draft legally empowers regulatory authorities to perform off-site inspections using real-time video feeds and IoT monitoring, accelerating a shift toward automated digital enforcement. It also imposes stricter compliance obligations and liability penalties on food producers, e-commerce livestreamers, and school administrators. Under the proposed law, food enterprises must transmit live video feeds from key risk control points directly to government regulatory systems. The draft also introduces dedicated sections for school meal safety—requiring principal responsibility and mandatory meal accompaniment by staff—and imposes personal financial and administrative penalties on individuals responsible for severe violations.

## BACKGROUND

China has been expanding 'Internet + AI' monitoring initiatives, such as the 'Bright Kitchen' program, to digitally audit food hygiene across restaurants and canteens. Incorporating IoT sensor surveillance, video analytics, and school accompaniment policies into the national Food Safety Law elevates these digital supervision practices into legally binding statutory mandates across the country.
