China Sets 2030 NEV Targets: 11.5 kWh/100km Efficiency and Scaled Autonomous Driving

Nine Chinese government departments led by the Ministry of Industry and Information Technology (MIIT) released the 15th Five-Year Plan for the intelligent connected new energy vehicle (NEV) industry. The plan targets a 70% passenger NEV market share by 2030, an average electric vehicle energy consumption of 11.5 kWh per 100 km, and large-scale deployment of autonomous driving. The plan outlines a '1+4' goal structure, setting specific targets such as 40% NEV share for commercial vehicles, 3.3 L/100km average fuel consumption, and a 15% increase in industry labor productivity over 2025 levels. It also establishes major initiatives like an 'AI + Automotive' action plan and goals to cultivate top-10 global auto OEMs and top-100 component suppliers.
