China's NDRC Issues Guidance to Prevent Blind Investment in Robotics and Embodied AI
China's National Development and Reform Commission (NDRC) has announced new policy guidelines for the robotics industry, warning against blind investment and rushing into the sector. The policy focuses on establishing embodied AI training grounds and pilot bases to collect high-quality real-world data and standardize technologies. This policy addresses the critical bottleneck of "data hunger" in training embodied AI by building real-world data collection systems. It also aims to help small and medium-sized enterprises transition from prototypes to mass production, fostering a healthier industrial ecosystem. The NDRC plans to support various technical routes, including Vision-Language-Action (VLA) models and world models, while establishing standard systems to lower cross-hardware adaptation costs. The pilot bases will target applications in manufacturing, healthcare, consumer services, and public safety.
