China's Ministry of State Security Warns of AI Voice Cloning Risks

China's Ministry of State Security has issued a warning highlighting three major risks of AI voice cloning technology: family fraud, celebrity voice forgery, and the spread of misinformation by impersonating public officials. The ministry emphasized that current commercial platforms can clone a voice with just 3 to 5 seconds of audio, making detection extremely difficult for the public. This warning underscores the growing regulatory scrutiny on deep synthesis technologies in China as AI-driven fraud and identity theft become more sophisticated. It signals a push for stricter enforcement of existing laws, such as the Civil Code and Generative AI regulations, to protect individual rights and maintain social stability. The ministry noted that the accuracy rate of ordinary people identifying high-quality synthesized voices is less than 50% without prompts. Under Chinese regulations, unauthorized cloning of a person's voice is a civil infringement, and platforms providing deep synthesis services must implement real-name registration and traceability labeling.
