China's Micro-Drama Users Reach 800M as AI-Assisted Titles Exceed 90%
China's National Radio and Television Administration reported that micro-drama users have surpassed 800 million, with 430,000 short dramas launched in the first eight months of the year—over 90% of which utilized AI technologies. In response, regulators announced mandatory AI content labeling, stricter platform oversight, and enforcing portrait and voice licensing standards. This trend highlights how generative AI has transitioned from an experimental tool into the primary production driver for China's fast-growing digital video industry. It also represents one of the largest regulatory initiatives targeting AI-generated digital media, copyright protection, and content quality. Regulators have removed 68,000 non-compliant micro-dramas for issues such as piracy, vulgarity, and harmful content, while actively funding and promoting live-action human productions. Platforms are held strictly accountable for end-to-end review, ensuring explicit user consent and authorization for synthetic voices and likenesses.
## BACKGROUND
Micro-dramas (微短剧) are ultra-short, vertically formatted videos—typically lasting 1 to 2 minutes per episode with fast-paced storylines—tailored for mobile screens. Traditional video production requires filming crews, actors, physical sets, and lengthy editing schedules, creating high financial barriers to scale. Generative AI workflows now automate scriptwriting, storyboard generation, virtual character rendering, voice synthesis, and video editing, dramatically lowering production costs and cycles.
