China's Intelligent Computing Power Grows 2.8x YoY Amid Rapid AI Expansion

China's National Development and Reform Commission announced that the country's intelligent computing power scale grew 2.8 times year-on-year by the end of June. Additionally, AI-related industries maintained a growth rate of over 30%, supported by the deployment of the first fully domestic 100,000-card AI super-cluster. This milestone highlights China's accelerating self-reliance in AI infrastructure and semiconductor manufacturing amid global geopolitical tensions. The rapid expansion of domestic computing power and large language models reduces dependence on foreign hardware and software ecosystems. The newly deployed Sugon 8000 super-cluster is connected to the national supercomputing internet, while domestic integrated circuit (IC) exports surged by 88.7% year-on-year in the first half of the year. Furthermore, global downloads of Chinese open-source large language models, such as those from DeepSeek and Moonshot, have surpassed 10 billion.

## BACKGROUND

Intelligent computing power refers to the specialized computational capacity required to train and run AI models, typically measured in FLOPS. As US export controls restrict China's access to advanced AI chips like Nvidia's, China has heavily prioritized building domestic alternatives and massive computing clusters to sustain its AI development.
