China's 2025 Information Report: 6G Trials Progress and 602 Million Generative AI Users
The Cyberspace Administration of China released the "National Information Development Report (2025)," highlighting that the country has completed the first phase of 6G technical trials and that OpenHarmony has been installed on over 1.2 billion devices. Additionally, China's generative AI user base reached 602 million by the end of 2025, representing a 141.7% year-on-year increase. These milestones reflect China's rapid progress in technological self-reliance and digital infrastructure, particularly in reducing dependence on foreign operating systems and proprietary chip architectures. The massive scale of generative AI adoption and advanced network rollouts positions China as a dominant force in the global digital economy. By the end of 2025, China deployed 4.838 million 5G base stations, achieved 5G-Advanced coverage in over 330 cities, and registered 748 generative AI services. The report also notes that the core digital economy industries accounted for over 10.5% of China's GDP, with the country ranking second globally in open-source contributors.
## BACKGROUND
OpenHarmony is an open-source distributed operating system framework donated by Huawei to the OpenAtom Foundation, designed to run across various smart devices. RISC-V is an open-standard instruction set architecture (ISA) that offers a royalty-free alternative to proprietary architectures like x86 and ARM. 5G-Advanced (or 5G-A) represents the next evolutionary step of 5G technology, bridging the gap toward future 6G networks.
