China Reports September Results on AI-Modified Video Content Moderation

In September, Chinese regulatory authorities and streaming platforms removed nearly 13,000 unauthorized AI-modified videos and penalized over 30 accounts as part of an ongoing governance campaign. This initiative highlights tightening regulatory oversight over synthetic media and generative AI content, aiming to protect traditional cultural works and maintain a healthy online ecosystem. The enforcement specifically targets unauthorized AI modifications of classic literary and historical works such as the Four Great Classical Novels, revolutionary themes, and heroic figures, alongside harmful cult animations.

## BACKGROUND

"AI Modi" (AI 魔改) refers to the practice of using artificial intelligence tools to heavily edit, parody, or transform existing video, film, or animation content, which has increasingly raised copyright, ethical, and regulatory concerns. The National Radio and Television Administration (NRTA) in China initiated a specialized governance campaign starting in early 2026 to systematically clean up these unauthorized synthetic videos through regularized institutional mechanisms.
