China Releases Artificial Intelligence Safety Governance Framework 3.0
China's National Cybersecurity Standardization Technical Committee, guided by the Cyberspace Administration of China, officially released the Artificial Intelligence Safety Governance Framework 3.0. This updated framework updates AI risk classifications and optimizes technical response measures to address evolving security challenges. As AI capabilities rapidly advance, updated national governance frameworks establish important regulatory benchmarks and compliance requirements for AI developers and enterprises. It reinforces China's structured approach to managing AI safety while aligning with its broader Global AI Governance Initiative. The framework maintains its core approach of risk classification, technical response, and comprehensive governance, while refining specific risk taxonomies to match recent technological trends. It was jointly compiled by institutions including the China Academy of Cyberspace Studies and the CAC Data and Technology Security Center alongside industry leaders.
## BACKGROUND
In October 2023, China launched its Global AI Governance Initiative to propose open and fair guidelines for emerging AI technologies. Following this initiative, China's cybersecurity technical committee iteratively released Framework 1.0 and Framework 2.0 to progressively refine AI risk grading and governance measures.
