China Regulates Micro-Short Dramas: Mandating AI Labels and Banning Addictive Algorithms

China's National Radio and Television Administration has introduced the "Micro-Short Drama Development and Management Measures," set to take effect on September 1, 2026. This regulation mandates clear labeling for AI-generated content and bans the use of algorithms designed to induce user addiction or excessive spending. As China's micro-short drama market surpasses 100 billion yuan with around 700 million users, this first-of-its-kind regulation establishes a comprehensive oversight framework. It reflects tightening tech policies targeting both generative AI transparency and the psychological impacts of recommendation algorithms. The regulation classifies micro-short dramas (episodes under 20 minutes) into three categories based on investment and theme, requiring different levels of pre-broadcast government licensing or platform review. Additionally, platforms must implement a chief editor responsibility system for content management.
