China Projections: L3 Autonomous Driving Penetration to Exceed 35% by 2030

Wan Gang, Honorary Chairman of the China Association for Science and Technology, projected that the market penetration rate of L3 autonomous driving in China will exceed 35% by 2030. He also noted that new passenger cars equipped with L2 advanced driver assistance systems surpassed 70% in the first half of 2026. These official projections highlight the rapid commercialization timeline and regulatory readiness for higher-level autonomous driving in the world's largest automotive market. This growth will transform urban mobility and accelerate hardware and software integration across the automotive supply chain. As of the first half of 2026, China has opened 57,000 kilometers of testing roads, issued over 20,000 test demonstration licenses, and accumulated more than 220 million kilometers in testing. Additionally, China's first mandatory national standard for L3 and L4 automated driving system safety is scheduled to take effect on July 1, 2027.

## BACKGROUND

Autonomous driving levels are typically categorized from L0 to L5 based on automation degree, where L2 requires continuous driver monitoring while L3 allows conditional automated driving under specific circumstances. The ADS marker lamp, colloquially known as the 'small blue light', is an indicator lamp that shows when an autonomous driving system is actively controlling the vehicle, restricted exclusively to L3 vehicles and above under new regulations.
