China Outlines 2030 Blueprint for Next-Generation Communication Networks and AI Infrastructure

China's Ministry of Industry and Information Technology (MIIT) released its 15th Five-Year Plan for the information and communication industry, targeting the full deployment of a next-generation communication network by 2030. The policy details national goals to build massive AI computing clusters with 100,000+ accelerator cards, accelerate 5G-Advanced continuous coverage, prepare for 6G commercialization, and construct ultra-high-speed optical networks. This policy establishes China's official strategic roadmap for telecommunications, high-performance computing, and AI infrastructure through 2030. By prioritizing domestic AI chip adaptation, green computing-power electricity coordination, and advanced optical hardware, China aims to strengthen its technological self-reliance and global competitiveness. Key targets include deploying 10,000 to 100,000+ card AI compute clusters, expanding 5G-A network coverage to achieve 10Gbps downlink peak speeds in urban centers, and introducing 1.6Tb/s optical transmission along with hollow-core optical fiber technologies. The plan also emphasizes computing-power and electricity coordination (算电协同), single-stack IPv6 migration, open-source OpenHarmony OS expansion for smart terminals, and integrated satellite-ground communications.
