China Launches LLM-Powered 'National Anti-Fraud AI' App and Mini-Programs
Under the guidance of China's Ministry of Public Security, the Shanghai Public Security Bureau has launched the "National Anti-Fraud AI" app along with mini-programs on WeChat and Alipay. The solution integrates large language models, multimodal models, and AI agent technologies to assist citizens in detecting and preventing telecom fraud. This initiative represents a significant public-sector deployment of generative AI and agent technologies to protect citizens against increasingly complex telecom scams. By embedding these capabilities into widely used platforms like WeChat and Alipay, it lowers the barrier for users to obtain real-time risk assessments and fraud education. The application offers three core features: an AI LLM Q&A tool that evaluates suspicious scenarios across text, voice, and video formats; an anti-fraud news feed delivering short videos and updates; and a searchable anti-fraud reference dictionary with voice reading support. Users can input questionable messages or situations into the app to receive instant risk analysis, scam tactic breakdowns, and preventative advice.
## BACKGROUND
Telecom fraud has evolved rapidly with fraudsters employing AI-generated voice cloning, deepfakes, and sophisticated social engineering. Integrating multimodal large language models and autonomous AI agents allows security platforms to analyze unstructured, multi-format inputs dynamic contextually, moving beyond traditional rule-based system capabilities.
