China Cyberspace Administration Cracks Down on AI Impersonation of Public Figures

China's Cyberspace Administration has removed over 47,000 pieces of illegal information and penalized 3,961 accounts in a recent crackdown on the misuse of AI to impersonate public figures. The enforcement targeted various platforms like WeChat, Douyin, Xiaohongshu, Bilibili, and Kuaishou for violations such as unauthorized product promotions, fabricated rumors, and low-brow pranks. This action highlights ongoing regulatory efforts to address the widespread misuse of synthetic media and deepfakes for fraud, disinformation, and commercial exploitation. As generative AI tools become more accessible, governments are increasing pressure on tech platforms to enforce stricter content moderation and protect digital identities. The enforcement campaign specifically targeted four main types of violations: unauthorized image and voice cloning for commercial promotion, AI-generated rumors regarding fabricated illnesses, first-person fake accounts spreading emotional narratives, and synthetic media depicting public figures in vulgar or intimate interactions. This crackdown is part of broader ongoing initiatives, including the 'Qinglang' special actions launched earlier in the year.

## BACKGROUND

Deepfakes are synthetic media generated or modified using artificial intelligence, machine learning, and neural networks to depict real people doing or saying things they never did. Because these tools can convincingly replicate human faces and voices, they have raised widespread academic and regulatory concerns regarding misinformation, online harassment, and financial fraud.
