Beijing Unveils Plan to Boost AI Phones, PCs, and Smart Hardware Supply
The Beijing Municipal Government released its 15th Five-Year Plan guideline for building an international consumption center city. The policy initiative promotes "AI + Consumption" by urging higher supply and adoption of AI-enabled smartphones, PCs, wearable devices, and intelligent robotics. This high-level policy directive signals strong state support for embedding artificial intelligence directly into everyday consumer products and services. By incentivizing smart hardware manufacturing and application, Beijing aims to stimulate digital economic growth and accelerate technological adoption across retail, tourism, and education. Beyond hardware supply, the guidelines advocate for AI-assisted digital content creation in music, theater, and immersive experiences, as well as ultra-high-definition broadcast content. The government also plans to integrate AI, virtual reality (VR), and digital-smart technologies into physical commercial areas to build smart shopping districts.
## BACKGROUND
On-device AI relies on hardware such as Neural Processing Units (NPUs) built into modern laptops and smartphones to run machine learning models locally without relying entirely on cloud servers. National and municipal governments frequently use five-year planning documents to signal strategic development priorities for emerging tech industries and consumer markets.
