AWS CEO Warns Local Data Center Opposition Threatens US AI Dominance

AWS CEO Matt Garman published a long-form article warning that over 100 proposed local moratoriums on data center construction could cause the US to permanently lose its lead in global AI development. To help ease local resistance, Amazon pledged to invest over $1 billion over the next five years into communities hosting its data centers. AI development requires massive computing infrastructure, making local building moratoriums a direct threat to tech expansion and cloud scalability. If infrastructure growth stalls, it could severely limit economic competitiveness, technological influence, and national security capabilities. Resistance has already forced AWS to withdraw a planned 223,000-square-meter facility in Maryland, which was quickly followed by a six-month moratorium in the county. According to Data Center Watch, at least 120 data center projects worth an estimated $198 billion were delayed or blocked across the US due to local opposition in early 2026.

## BACKGROUND

Data centers house the physical servers, storage, and networking hardware required to run artificial intelligence algorithms and modern digital services. However, building these facilities requires immense electrical power, large land footprints, and water cooling resources, triggering growing concerns among local residents about environmental impact and utility rate hikes.
