arXiv Limits Author Submissions to Two Per Month to Curb AI-Generated Spam

arXiv has instituted a strict rate-limiting policy restricting authors to a maximum of two paper submissions per month and three active submissions under review at any given time. This enforcement comes after monthly submissions surged past 40,000, driven largely by low-quality and AI-generated paper submissions. Generative AI tools have dramatically lowered the barrier to writing papers, overwhelming open science infrastructure with low-effort submissions. By enforcing submission caps, arXiv aims to prevent volunteer moderator burnout and ensure legitimate research can be published without multi-week delays. Submissions in the artificial intelligence category (cs.AI) expanded more than sixfold over two years, while monthly support requests spiked to nearly 9,000. arXiv's Editorial Advisory Council noted that a small minority of authors submitting excessive low-quality work was unfairly delaying the moderation of legitimate research.

## BACKGROUND

Launched in 1991, arXiv is a premier open-access repository for researchers to share preprint papers in physics, computer science, and mathematics before formal journal peer review. The surge in low-effort papers often involves 'salami slicing,' an unethical publishing practice where a single research study is fragmented into multiple small papers to artificially inflate publication metrics.
