Arm Shifts Strategy to Deliver Finished Chips with First In-House AGI CPU

Arm Holdings is transitioning its business model from licensing chip designs to manufacturing and selling finished processors, launching its first-ever production silicon, the Arm AGI CPU, in March 2026. The company is also actively pursuing acquisitions, such as DreamBig Semiconductor, to expand its capabilities. This strategic shift marks a major pivot for Arm, one of the world's most critical semiconductor companies, as it moves from an IP licensing model to directly competing in the AI hardware market. By delivering finished chips, Arm can capture more value from the booming AI infrastructure sector and establish a direct presence in data centers. The new AGI CPU is designed for agentic AI inference workloads in data centers, with initial customers including Meta, OpenAI, Cloudflare, and SAP. However, CFO Jason Child noted that selling finished chips is highly complex, requiring Arm to secure wafer foundry capacity and memory supply amid global shortages, a process expected to take about two years to scale.

## BACKGROUND

Historically, Arm has operated as an IP (intellectual property) licensing company, designing processor architectures and licensing them to partners like Apple, Qualcomm, and Samsung, who then manufacture the physical chips. The rise of generative and agentic AI has dramatically increased the demand for specialized AI hardware, prompting Arm to move up the value chain.
